COSMETIC REGISTRATION IN AZERBAIJAN Regulatory Authority

• Analytical Expertise Center (AEC) of the Ministry of Health of Azerbaijan

Law of the Republic of Azerbaijan, “On Medicinal Products”

• Any company (resident or non-resident of Azerbaijan) can apply for the hygienic certificate.
• Having a local representative is not mandatory.

• Obtain a hygiene certificate from the Republican Centre for Hygiene and Epidemiology of the Republic of Azerbaijan.
• Start Marketing your product in Azerbaijan.
• Resident or non-resident can be Authorised Representative.

1. Application submission: Apply for the hygienic certificate to the Republican Centre of Hygiene and Epidemiology.
2. Expert evaluation: The Centre conducts an expert evaluation of the product and its documentation, including:
   • Labelling verification: Ensures accuracy and compliance with local regulations.
   • Technical expertise: Assesses the product’s safety and quality.
3. Certificate issuance: If the evaluation is satisfactory, the Centre issues a hygienic certificate.

The processing time for the certificate can vary, but it typically takes around 1-1.5 month.

Special Labelling requirements:

• Documents must be submitted in either in Russian, English, or in Azerbaijani
• Labelling in Turkish is allowed.
• The instructions (user manual) should be submitted in Azerbaijani.

Monitoring of the safety of cosmetics (cosmetovigilance) in Azerbaijan is not described in legislation.
